Parental responsibility when ex lives abroad

I've seen some threads recently on parental responsibility and it got me wondering about my situation...

My dds father left the country when she was 5 months old and he has no plans to return. He is named on her birth certificate but had very little contact while he was here and has had almost none since he left. He pays no maintenance and he is not a UK citizen.

Does any of this affect his parental responsibility?

if she was born after december 2003 then he has automatic PR due to being named on her birth certificate.if she was born before that he will only have it if you were married to him when she was born or if you've signed a PR order.

i dont think country of residence/maintenance/contact affect PR in any way.

yes,due to her age he will have parental responsibilty anyway if he is named on the birth cert.

when my dad moved out of country he stopped paying through csa for my sisters. thats lawfully too

Yes, Divastrop is right. If he's mentioned on the birth certificate and she was born after that date then he will have automatic PR... however... in reality it won't matter very much as the law is that one parent can act along on virtually all decisions. There's only the odd situation (e.g. change of surname) that you're supposed to get his consent for so largely you needn't worry about it.

Oh well, it makes almost no difference anyway as he's not interested in being her father. I'm glad I asked though - I didn't know about REMO, I assumed there was nothing that could be done once he had left. As he's still got responsibility I think I'll give the local magistrates court a call and see if I can get him to contribute
