Strange neighbour

This man lives on the same road as me and a few years ago he took huge offence at a few neighbours kids playing outside our houses. I’d let mine play outside while I was making dinner and another parent was keeping an eye out. He’d circle on motorbike shouting at everyone saying the kids were too young to be playing outside. We live in a cup de sac. I called the police on him and basically he started staring at me. It’s been going on for years. I can avoid him most days as I drive but the other day I went to the postbox and bumped straight into him. I told him to stop staring at me. I told him how intimidating it was and then called the police. The police didn’t even speak to him and closed the case. Today he approached me and my son asking to speak to me and I refused. He’d obviously been waiting for me to walk past. He then watched me and my son walk until we turned the corner. I called the police again. I want the police to talk to him as he makes me and my children feel very uncomfortable. I don’t think the police will do anything as staring isn’t a crime. What should I do? He has an equally shouty girlfriend. They are both older I would say late 50s, 60s.

He isn’t an immediate neighbour but lives further up the road.

Have you asked the police just talk to him?

I wouldn't do anything really.
Probably would have seen what he wanted to talk to me about really
