CMS payment faffing me about.

I applied for cms to change to collect and pay in August because my ex wasn't paying it and isn't seeing the children ever. They've taken until a couple of weeks ago to actually finalise the change.
Ex says they've taken money from his paycheck already, however they're saying they're not going to pay me until December? How can they make me miss 2 months of payments when they have the money and they've sorted out the attachment of earnings?

Has anyone else had this issue? I don't understand why I will get nothing at all until December.

I work in payroll. We deduct someone's pay on say the 29th October )payday) and then pay CMS on say the 15th November, they then have a cooler of weeks to process it and pay you on the 1st December. Does they make sense?

What about the November payment then? Are they going to pay double in November or are they just going to pretend I wasn't owed anything for one of the months?

I would say Novembers would be deducted from November pay, for example the 29th again. It'll be a month in arrears almost.
