My ex has disappeared. What can I do about parental rights

So Mr self important had fucked off to Norway and won't tell me where he is (he is married to a Norwegian and has been for a year). He didn't tell the kids he was leaving and didn't say goodbye. He won't give us an address. He text me last night to tell me he's no longer going to pay maintenance because he is now unemployed (gave up his job). What can I do about his parental rights/ finding him? Any help would be gratefully received.

bit difficult as hes abroad.

can you get him to agree to relinquish PR? in a court?

The UK has a reciprocal child maintenance agreement with Norway where they can enforce payments through the courts when he's working again. I doubt he's planning on long term unemployment? That being said, I think it's still managed by the CMS who can't get maintenance off my ex even though he lives in this country so...
