I have just had it pointed out to me that they do, I didnt realise this, is it true? How can they get away with doing this but not telling anyone?

They don't at the moment, but there are plans to do so. See here

I didnt think they did, but my friend was just telling me that they do and the reason she knows this is because her brother used to work for them 3 years ago and has warned her off using them for this reason. Apparently they do it in a way that you wouldnt notice spread over a period of time. I doubted it but then thinking about it I wouldnt have a clue actually because the statements they send you are quite confusing over a long period of time!

They don't take a cut. The only reason someone would receive less than what the Non Resident Payment is paying is because the NRP is clearing arrears, from a period when the Parent With Care was on Income Support before 2003, and the arrears are owed to the Secretary of State rather than the PWC. All monies collected "should" go to the PWC. I say should because that's what is supposed to happen, but they are not renowned for doing things very well.
