can absent farther lose visiting right

if a farther is absent for a long period of time and his name is on birth citficate does he stil have equaly custody rights........ or cn he lose this

If he has parental responsibility then that is that. Not being around for a period of time does not negate his responsibilities. Children have rights and parents have responsibilities.
