Fulford school has ones they rent out, or Rowntrees park

I'm not sure about under-utilised, but there are some in Earswick near the river which may not be too busy.

Again, not sure they are under-utilised but you could try Heworth tennis club.

A little outside of York but Copmanthorpe Recreation Centre has some - often not in use.
