We did Parc Play last year.

Was going to suggest Parc play... Coconuts in Sully worked well for our 4th

Llanishen leisure centre (i think you can use their soft play equipment)
Jazzy jungle in Llandaff village

Parc Play is surprisingly good in the winter. They have the heaters on, everyone expects it to be cold so wraps up, and the kids tear around and end up boiling anyway.

Otherwise you can do a church hall with an entertainer, or any one of the many soft play places.
