Hi all... I have a very good friend who's recently moved to Fortaleza in Brazil. He is having a nightmare with bureaucracy. I wondered if anyone on here lives in fortaleza or knows anyone who does who can give him recommendations for various things....

Brazilian bureaucracy is insane. It's like Italy on steroids. What problem is he having?

Thank you so much for replying. He has been ripped off, had a nightmare getting a Visa... and now opening a bank account. He basically doesn't know anyone there he can trust as he has had so much terrible advice from so called professionals....

I couldn't get a bank account for over a year despite having permanent residence card and a Brazilian husband.
My advice would be to take a ticket to get an appointment at banco do Brasil then ask them to get all the information from Rio or Sao Paulo about foreigners opening accounts and he'll return and open a basic checking account. Ask for a card/name and phone number and keep pushing them. They will try and give him the run around. You just have to be form and refuse to move until you've got somewhere. Don't back down, whatever they say, in my experience they usually can do something but they need pushing, daily, if needed.
