EU Elections 23 May "A Second Referendum"???

Guardian link saying the way you vote in the European Elections on 23 May can act as a proxy for a second referendum, if I've scanned it properly.
Thoughts and implications for registering for those living abroad??

I haven’t managed to find up to date info on registering and right to vote in the next election. Apparently at the last EU election, Brits who had been abroad for up to 15 years were allowed to vote, so that would cover us.

We are registered with our local council in the UK. According to DH, this means the council will get in touch with us with ballot papers. I hope he’s right...

You need to register for either a postal vote or a proxy vote. If you don’t do this they will just send a polling card to your registered address.
