Trying to get bills etc sorted on my house in France (we're in an odd position where we've bought it from my dad so everything's still in his name meaning it gets paid, just not by us!)

I'm hitting a dead end with impots.gouvr.fr because to sign up for online stuff it needs me to give an online number that is apparently on my tax declaration. Except I don't have a tax declaration, just a bill for taxe d'habitation that doesn't seem to have any suitable number on it. Any thoughts?

Go to your local tax office and talk to them. There are 2 different tax offices, one for the impôts sur le revenu and one for the taxes foncières, they may be in different places. It sounds as if it is the taxes foncières people you need to see. Their address is on the bills, so get out last years' and go and see them armed with all available paperwork.
