Yes there is a MOT equivalent, you could contact the Strassenverkehrsamt for whichever Canton he lived in to deregister and his insurance company, ie. www.stva.zh.ch/internet/sicherheitsdirektion/stva/de/StVAfz.html - hope you can follow German as I can't find an English page !
