I speak as someone who's MIL has been mugged twice behind the main police station, by the people living next door to the police station, whom the police would not even to attempt to interview or let my MIL identify as they did not have interpretors. So the main problem there is inability to communicate. That and getting mugged.

Of course doesn't mean everyone speaking their language is criminal/violent.
