Evidently.. as I don't know what one is I haven't... however would they be found in recruitment agencies? What is the purpose of seeing one?

Ideally I think they can help you figure out where you want to be and how to get there - dh really needs some help; he seems unable to find jobs that in any way match up to his abilities, qualifications and experience.

sounds like the work of a recruitment consultant? I would try there... Depending on the skills he has an what he wants to do.. maybe try directly approaching companies in that field for advice?
