TGV question

this has puzzled me for some time.

at least once a year we travel by TGV. I have never been able to buy TGV tickets without booking a seat at the same time (nor wanted to...).

however, almost without fail on the return journey (when we're not getting on at the first station on the route) there is already someone sitting in our seats. of course they move when we ask them to (although they often take their time about it, leaving us with no choice, but to block the aisle), but why haven't they got seats booked too? how have they even managed this?

Season ticket holders who haven't paid the ?3 or whatever reservation fee? I was on a train once where there was one person caught for this, nothing the ticket inspector could do, as the next stop was the next one so if he had said "you're off", well then that would have made no difference because they had to get off anyway.
