HGV's Parking Restrictions

We live on an A road and not for the first time have had HGV's park outside the house or a little further along where there is a small layby. The driver this time was Dutch and when I asked him to move from across my drive, claimed to be waiting for a call form his office and was adamant he didn't plan to sleep there. I don't know how long he had been there as I found it when I came back from work but it was a good 20 mins before he finally left (having moved along to free my drive but then blocking others).

Are there any legal restrictions about HGVs parking on public roads if they have no reason(unloading) ? Would you report it to the police ?

I think it all depends if they're causing an obstruction or not. If they're not then they can park, especially in a lay by. If they're blocking your drive and won't move then you can call the police.

I think they can park where they like if they aren't causing an obstruction - like parking your drive, or it is generally contraindicated by yellow line. I know a few places where there are specific no parking unless visiting notices to stop HGVs waiting there till their delivery slot time where they are near a big depot though

In general HGVs are subject to the same rules as cars when it comes to parking. They can park on public roads provided they are complying with any restrictions and not causing an obstruction. However, HGVs cannot park on the grass verge, footpath or central reservation.
