Fixed penalty notice data protection breach - advice please

I have been awaiting a fixed penalty notice for speeding. I'd completed the form confirming it was me driving etc.
Received one yesterday with somebody else's details (name, address, car reg and details of speeding offence) although the covering letter was correctly addressed to me.

I'm highly unimpressed both at the breach of security for the bloke whose details I have received and also wonder who mine have been sent to.

Please could someone advise the best course of action for proceeding with a complaint.
I'm aware I've only got 28 days to pay the fine although I haven't actually received my notice yet although presumably their records will show it has been issued.

IIRC, it's the information comissioner that you need to contact regarding the incorrect form being sent. www.ico.gov.uk Give them a call tomorrow and take it from there. As for the summonds, if you contact your local magistrates court they should be able to advise you on what's been filed.
