Car Insurance and Accident

My husband is fully comp on his car. He is not a named driver on mine, only insured for me. He drove it once and bumped into car in front, entirely his fault obviously.

Was he driving illegally? Or was he insured third party through his insurance? We are happy to pay the costs of her repairs without using insurance anyway, but just wondered whether it is legal to drive another car if not actually listed on the insurance.

He was insured 3rd party only (provided his insurance states he can drive any car)
