Speak to a solicitor. Take your sibling with you. We did this with my grandmothers place who approved us purchasing it before she died.

Speak to siblings, get valuations done (3 is normally the recommended amount) and take it from there.

Things to think about - what happens if your house takes a long time to sell, will your siblings get annoyed with this? How to handle things if anything comes up in the surveys that you'd normally reduce the cost for? Is there anything in the house to disposed off/will siblings help with this cost/getting everything out of the house. And what happens if another sibling is also interested in buying the house?

Sibling is happy to wait till I sell my house and not interested in contents.
question I have is would I have to pay stamp duty to buy there half.

Yes you would pay stamp duty if the purchase price (her half) was over the SD threshold. Your conveyancer can advise you as to the amount.
