Child support not via CMS

Hello, so I’ve been trying for 10 years to find out if there’s another way of collecting this except for the child maintenance service
He is an extremely well paid sales manager. His basic salary is £80,000 and he will receive on top of that bonuses. However he always manages to keep them below £20,000 by loading up his pension.
Therefore, the CMS calculate that it hasn’t increased by 25%. I know it has.
But even if it hadn’t £20,000 if he has to pay 10% of that still only two grand but it would help at the moment.
He was out of work last year for over three months which equated to £2000 at least so even if he paid this extra two grand I’d still be just at Ground rather than up on the deal
Is there anything I can do please?

This is of course, in addition to the tax-free side gig of an excessive 20 grand that HMRC have got absolutely no investigating

Are you saying that he pays CM but keeps his bonus low by putting most of that money into his pension?

Yes and no he does do that but even if he didn’t do it it still wouldn’t be a 25% increase which is what the CMS demands it needs to increase by before they will review the payment
It actually occurred to me to close down the CMS case and then reopen it.
And get them to re-evaluate the whole thing that way, but I don’t know if they’d fall for that
And potentially, of course there is an opportunity for him to miss an entire payment which would wipe out any savings
