Advice needed-stalking/harassment

Looking for some advice as I feel the police are dragging their feet a bit and not taking it as seriously as they should.

Being deliberately vague for obvious reasons but I do appreciate and thank in advance anyone that helps.

I have a friend who broke up with an abusive partner (coercive control/verbal abuse nothing physical)

A short time later they stated a smear campaign trying to get her fired and loose friends by making out she had committed a hate crime towards a group with protected characteristics. The smear campaign involved fake pictures, emails, social media posts, multiple identities (some fake people some real people's details being used by the one person) lots of emails and false info sent to persons work/friends etc.

Does anyone know what we can expect to happen here as they are getting fed up chasing the police with no update. It's not enough to get a talking too we need to make sure this stops.

How strong is the evidence that you have that it is him? There must be a reason why the police won’t pass the file to the CPS.
