Is this abortion referral legal?

I will try to copy but not include identifying information can anyone who knows please tell me is this an illegal referral? I was under the impression it had to be requested by the pregnant woman to be legal? This reads as follows (patient was an adult at the time)

‘Dear Colleague

Please see the following referral for X who comes for the consideration of TOP

LMP - and USS dates -
I have known X for many years. She has had significant difficulties at school with truanting and college and concerned her mother with relationships with boys. X wants to be pregnant but in my opinion is not emotionally capable to raise a child and I would like her considered for TOP’.

I feel that it is made clear the patient hasn’t even requested an abortion ? Strange inclusion of school and college information from at least 4 years previously? It wasn’t a case of someone with no capacity either.

Can anyone direct me to the criteria for referrals for 1999/2000

We'd have practically chucked that referral out the window. It was the same for women with learning disabilities as well - for terminations and sterilisations - as it was massively overstepping and very illegal.

That's diabolical and has made me feel sick. I fervently hope that whoever made that referral gets their comeuppance. They certainly shouldn't be practising medicine.

I'm so sorry if you were forced into something you didn't want.

I thought it wasn’t right as I knew there were guidelines I just can’t find them for that particular time. I assume it has probably always been the same. I know it needs to be easy to access and rightly so but what I’m reading in the medical notes I’ve obtained is clear disregard of patient wishes by various professionals multiple times and strangely this was very well documented (shockingly so as you would expect nobody would want this recorded)

Sadly not. The referral was accepted. Counselling session notes document clear coercion . Later notes stated ‘X clearly states does not want TOP. Mother is insisting it goes ahead. X wants to go home does not want TOP. X to be rebooked for next week on the ward and told to go home and reconsider’

I think I just needed opinions on this as I was sure that from the very outset it was not done according to the correct laws around this . Obviously what’s done is done and I’m not in any way against easy and quick access to abortion it’s just I needed to know I wasn’t overreacting to this

Yes I have been going through all advice, I’m also having therapy as was diagnosed with c ptsd due to this . It’s just one of my ways of processing things that I have posted about it on here
