If someone is arrested for assault, kept overnight then allowed to go without being charged, will there be a record of that arrest? For example if the person wanted to get a passport?

No. It wouldn't show for a passport or a dbs check as no caution or conviction was had.

They are innocent until proven guilty and if no charges and conviction then they are innocent in the eyes of the law.

It won't show on dbs but it's still on record and available information of anyone asks the police about your record for official reasons.

@ProfessorSlocombe that's what I was afraid of. It's not me, it's a relation, what happened wasn't their fault and I was hoping it wouldn't matter. Sad

The actual question if you apply through ESTA is, "Have you ever been arrested or convicted for a crime that resulted in serious damage to property, or serious harm to another person or government authority?".

The US does not have access to the PNC. I suspect that hundreds of people lie when answering this question every year without getting caught.

Might show up on a Clare's law if it was a romantic partner
