Standard commercial lease :tenant wants me to put the water bill in my name. I don't want too.

The tenant took on the property 6 years ago with the water bill "issue" there is one water supply shared between a shop and flat.
She is not happy with the water being in her name and she wants me too. I don't own the flat it was sold.
Any advise?

So she is paying for someone else's water? I don't blame her.

They pay her for it and she took it on knowing this a Set up
