Joint freehold

I live in a first floor flat I have owned for 15 years. I jointly own the freehold of the whole property with the downstairs flat. A few years ago a woman bought the downstairs flat. Since when she has along with the various men she has had living there caused nothing but trouble. They take my car parking space, they block my car in, they park on the pavement right outside my path making it almost impossible to get in with shopping. They verbally abuse workmen who need access shouting "get off my f......g property" and the like. One workman reported them to the police. The police did nothing. The recent issues have been to do with the back yard. They moved the fence and put a lock on the but gate
I now have nowhere to put my bins and have no access to the back yard. I can prove I jointly own the whole property by land register documents and also an e-mail from the builder. I got a surveyor to come out and this woman locked the gate and said it was "her private space" to the surveyor. I went to an Arbitration company attached to the university. They sent her 3 letters which she ignored. I am now wondering if my only option is to take this woman to court. Any advice would be helpful. I have been verbally abused, harassed and racially intimidated by this woman and her men. The police don't help the last time they came I was told to keep my bin in the street. Why shouting I have to do this when I jointly own the freehold of the whole property?

Sadly I do think getting legal advice is your next step. I would check to see if the house insurance includes legal cover.
