Controlled Waste Regulations 2012 - can someone explain it in plain English please!

I am the manager of a charity shop and the CWR 2012 appears to suggest that the local authority can only charge for collecting our waste that does not originate from a domestic property, so the donations we receive that need to go in the bin should be taken for free but rubbish we generate such as empty loo roll inners etc we would pay for.
I need someone to read it and tell me whether that is correct before I go to the council to argue it!

I'm afraid this is wrong. If you look at the table in paragraph 4 of schedule 1, it says that they can charge for collecting waste (column 3), but they can only charge for disposal of waste that did not originate from a domestic property (column 4).
