Understanding documents

Out of interest and whilst research my family tree I’ve ordered a copy of a grandparent’s will. There is a document which I think is the probate document which says that the gross value of the estate does not exceed £240,000 and the net value of such estate does not exceed £39,000. Odes this mean that the grandparent left £38,000 in their will?

this means that the net value of the estate was £39k, rounded up to the nearest thousand pounds.
