Advice needed re: coercive control perpetrator under 18

Does anyone know the law relating to a 17 year old exercising coercive control over 17 year old girlfriend.
Can they be culpable and charged at his age?

There is no age limit on coercive control. So yes, they can be charged if there is sufficient evidence.
