Kinship care

Does anyone know what the process is if a child is in kinship care and you'd like their kinship placement moved? I'm not the mother - I'm a relative who would like the child placed with me instead. I can't seem to find much on this process.

I'm in Scotland and the child is in England.

I'm assuming the person who currently has kinship care is in agreement with you? In which case can't they ask their SS what needs to happen?

They're not, it's fairly complicated.

My much younger brother is in kinship care and is being treated badly in his placement - he's with my sister & her partner and baby. When I last visited I posted on MN about it and also called SS as there were serious concerns. This was in April. Unfortunately all that call resulted in was my sister becoming incredibly cagey with me and my contact being massively restricted. I hate to think of my younger brother in an awful situation and I'd like to take care of him. I have literally no idea if this is possible though.
