Landlord's responsibilities

Posting for a friend.

A couple are leaving their rented flat and paid up till leave date later this month. For last 6 weeks there has been damp in the kitchen. The landlord got someone out to inspect resulting in kitchen units being taken out and dehumidifier having to be used. So couple have had kitchen units, living out of bags increased electricity bill by about £300.

They have messaged Landlord numerous times who says said he’s waiting to hear from loss adjuster and insurance company who have been out to see it. New kitchen being fitted when they vacate.

Landlord said “ I strongly feel they should do something for you” as in Loss adjuster and Insurance company.

Surely as they pay rent to the landlord and he is responsible for the insurance, he should be reimbursing them for at least the additional electricity costs, then claiming back if he can?
