Compensation after road works. Home owners only?

There was a main road having some work done to it, the work was extensive and lasted 3 years and was done at all hours of the day and night, loud bangs, heavy traffic, effecting us as a family and community in many ways. I joked to my friends about claiming compensation but we got a letter last week about getting compensation for it, it says it’s for home owners but surly renters can claim too??? My elderly neighbour asked us if we got the letter we said we did she said last time she got about £7000 but it’s home owners only. Is that correct? Only home owners can claim compensation after roadworks?

It may be compensation payable for disturbance or pollution from the use of a new or altered road. It’s where the road affects the property value so therefore only payable to the owner. Gov.uk

The issue if giving to tenants is the current tenant might not be the one who had to deal with the disturbance if just moved in.

At this value, I'd expect it is indeed about loss of value rather than disturbance.
