What can the council do to help (ASB)

I’ve hit a brick wall with the police after a year of trying to get this abusive neighbour dealt with.. they did try but CPS just didn’t want to take it further. So now the council are involved. What powers do they have if the anti social behaviour is coming from someone who owns their own home?

They can serve a Community Protection Notice on the perpetrator.

I don’t want to say really as it’s utter hell and if by the slightest chance she sees anything and even suspects it’s me writing, it’ll get even worse

I tried to get the council to help with my anti social neighbours but they ended up accusing me of anti social behaviour because I rang their doorbell to complain!!!
