Bank charge back

I posted yesterday I had an online shopping delivery and they only sent £14 worth of food from an £80 shop, the guy put the bags on my door and was walking off as soon as I answered I assumed he was getting the rest but he drove off. I’ve called the company customer service (Iceland) who have been useless and told me to contact my local store, I’ve never been able to get through to them I tried all day yesterday and all day today and no one has answered. I called customer service back but all they do is offer to call the store and again tell me no one has answered, they won’t refund me and there is no way of getting my shopping back without speaking to the store. I called my bank who said they couldn’t do a charge back as I made the payment? Does this sound right as I’ve had charge backs before and they never said this, he advised me to call the police 🤦🏻 Any advice what I can do here?

This isn't a police matter. Whoever you talked to at your bank hasn't a clue about chargebacks. You absolutely can use a chargeback to reclaim the cost of the goods that weren't delivered. If you ring your bank again and get a similar answer, ask to speak to a supervisor.
