Damp from adjoining council house

Our house is semi-detached and the adjoining house is a council house. Our long term elderly neighbours have recently left and the house is now being tidied up ready for new tenants.
Our kids kicked a ball over the fence and on retrieving it my partner noticed that the airbricks next door are virtually covered by their patio and they have terrible damp and mould all along our shared wall.
We have had issues with damp along this wall on our side too and I'm guessing this may be the reason.
Any advice on how to handle this with the council and where we stand would be much appreciated.
