Court for child access

My ex partner for the second time has applied to the courts for access to the children. His access was stopped by myself for matters including seeing domestic abuse with his current partner , issues with abusive messages to me and alcoholism on his behalve to give abit of background. He applied 2 years ago for access and never took part in the cafcass safeguarding letter so it was dismissed, he started having some contact with the children as he was in a new relationship and I was assured the children would be protected and their relationship was a happy one and as that has unenvitable broken down I've had to safeguard my children by stopping contact. He's once again filed for contact I had my safeguarding call with cafcass this week and he has yet again not done/refused to take part in his and ignored their phone calls my question is will this just be dismissed again like last time or will something different happen now it's the second time he's applied and the second time he's failed to take it any further? Anyone been in a similar position that can offer advice ? T.i.A

If he doesnt engage, despite it being his application, it cant progress. Same as last time. I never know why people time waste like this
