COP for financial affairs

I have a 25 year old daughter with autism. She is in supported living.
I have appointeship from dwp.
She gets 2 benefits which are EESA and PIPS and it's total £15,197 annual.
She has no other money or property.
I manage her online account to pay for her supported living utility bills and some council charges but I don't know if I am supposed to do this?
When we opened her account with Lloyd bank, they accepted appointee letter and issued a card in my name too but now sometimes when her card payments get blocked and I call on her behalf, the bank asks for dupityship from court.
The government site says you don't need to a deputyship for benefits but it's not clear once this money is in a bank, I still have authority to help her?
How to satisfy the bank?
I don't want go through courts orders ( as they cost fee ) unless it's required by law.
Do I have to apply for COP just to manage her benefits?

Does she have a social worker who could advise? If not maybe contact your local adult social services?

I would try and have a conversation with the bank first (maybe easier said than done!). Yes you could become her deputy but then you are stuck with all the annual reporting obligations etc so I wouldn't go down that route unless it's necessary. The calls from the bank about debit payments, as irritating as they are, will be less work. And I suppose there is some comfort that they seem to be taking additional precautions with your daughter's money - but that might be me being overly nice to them!
