Is this legal? Potential data protection breach

So, I have been offered a job within social care. I have accepted it and was honest about having a children and families assessment completed last year, which came to nothing - as in no concerns.
I was told this was not a problem. However, I have now been asked to go into a meeting with a senior manager and a manager, during the conversation asking me to go to this meeting, I asked if they had accessed my records as something they said made me think they had. They admitted doing so. As I am not an employee or a service user and they did not have my permission, is this even legal?
And would they have accessed the records of someone else who had not been upfront about having an assessment?
Does anyone have any advice please?

Pretty sure that would be a data breach

Yes, that is a data breach. They are taking data that was collected for social care purposes and using it for recruitment.
