Electoral register 192 website

Wasn't sure where to post this so apologies if it should be on another thread.

I'm trying to find out how accurate the electoral roll info on 192.com actually is, in particular the dates(years) that are next to names.
Can someone be (according to 192) living legally at a different address other than the address listed?

My example might not make sense sorry but if it says
Mrs xyz
Bond st
ER 2016-17,2018-2022

Does that mean they are legally registered as living there at present? Is the address listed like above the legal address used for things like HMRC, tax/work purposes, Universal credit claims, bank/credit accounts? Or can you be listed at a different address but legally live/use another address for said purposes?

We publish information from a variety of sources such as the Open Electoral Register, Companies House, Land Registry, and more, all in one place.

Nothing to do with work or benefits. Unless your name is on companies house re work. It isn't particularly accurate either. My own entry thinks I moved into this house 4 years after I actually did. It then has a gap of 2 years in the early 2010s for no reason at all. I have lived here 29 years but only 14 show on 192

I know it's not completely accurate as mine has a 2 year gap also even though lived here for concurrent years.
What I'm trying to find out though is can it be inaccurate the opposite way as in if for example u moved address in 2018 yet on 192 it states your still on the ER 2018-2022 at previous address. If it states someone is on the ER for an address in 2022 then they must still be registered at that address as the electoral roll is updated yearly and everyone receives a letter to update who stays in properly and there's a fine if u don't return it.So if it states the current year on 192 that means someone has returned the declaration that they stay there?
For example my son recently moved out I then received the electoral roll letter and had to cross out his name to state that he doesn't live here anymore and he would have to register at his new address.
You can't be on the electoral roll at 2 addresses can you?
Is council tax not calculated by whose on the Electoral roll at each address?

It is possible to register more than one address on the electoral roll - a person may live in multiple locations such as a student, second homes etc
So it’s legal to register additional addresses and be able to vote from either, but illegal to vote in elections using both

Well whoever fills in the form to say who lives there could lie and say that someone lives there who doesn't, so yes it can easily show that.

No. Council tax is property based not people based. Some homes may claim single person discount though, which they could r if they had an extra person living there (even if the person didn't actually live there iykwim) Also there is council tax benefit for low income families, so you would have to declare who lives at the property, but again you could lie if you wanted

But if that person who moved out a few years ago and registered at new address would that not change the 192 data or red flag that they are registered in 2 address both of which they don't own so not second homes/student accommodation.

do credit reference agency's/ benefits offices/ HMRC not use the ER for proof of address?

What other valid reason would 192 have said person listed as at xyz address this current year 2022 as well as previous years (no other address listed) but know for definite said person moved out of listed address( family still live there) a few years ago

I think you are looking for too much from a 3rd party website. It's not conclusive proof that a person lives somewhere or doesn't. There are too many variables.

There is no single definition of someone's "legal address". People can live at more than one place (and be on more than one electoral register) and can have addresses that they use for many official purposes that aren't where they reside.

And yes, 192.com can be wrong in the sense of saying someone was living at a particular address during a time period when they weren't. People aren't always great about updating records when they move, 192.com doesn't just get their data from the electoral roll so people can be associated with an address without there being an active annual form filled in stating they live there.

Hello just looking for advice,
I recently moved out of my shared rented property and in with my partner to his council flat (single father two kids),
I have now received the electoral register email telling me to register. I am wondering if I register at his address will the council look into it? Investigate etc. Will there be penalties? I’m not from the UK so I can’t just register at a family members address.
grateful for any help.
