When is a bed not a bed?

On Tui holiday and room was described as having two beds. On arrival there is only an old, lumpy sofa-bed. Tui first tried to claim this was a change made by the hotel and not their fault however the hotel's own website describes the sofa-bed and no rooms with two beds exist. Tui have then said that one sofa-bed is actually the same as two bed and I shouldn't have expected two proper beds.

Is there any legislation that they have to follow to ensure they provide what has been advertised? One sofa-bed to me is definitely not the same as two proper beds and we've had no sleep on the crappy sofa-beds provided.
