Grant of representation

Hello
I need advice on whether I need to apply for a grant of representation after my mother passed away. It won't be probate as there is no will.
She left about £12k in her bank account, and about the same in an ISA. My sister has been dealing with these, and the banks have not said anything is required.
I am dealing with a life insurance policy, which is worth £12k, and then 2 pension policies which each are another £12k.
Do I need to apply for letters of representation? I have tried to research but it is not clear to me at all.

It is up to the providers of those policies.
