Can Lastminute do this?

In January 2020, I booked flights for the summer through lastminute.com and, of course paid for them. In June, BA cancelled the flights and I rebooked new tickets through Ryanair. In September, not having received a refund from BA, I phoned them up and was told that since I had booked through lastminute, they could not deal with me. Lastminute tried to fob me off but eventually agreed that they were the ones that should pay out. Since then, despite emails and phone calls, I have heard nothing from them until I received an email saying that I could take a voucher for the flights (which I do not want, I would never use them again) or the price of the flights minus a £30 "handling fee". Is this in any way legal? I'm furious about it. Advice appreciated.
