Utility Company Digging up My Land

There is a patch of land at the end of the access road to our property which has been sold for the development of two houses. We own the part of the road that is directly in front of our house but there is a covenant allowing access to next door and the flats opposite. We received a wayleave agreement from the electrical company to allow them to dig up the road to lay cables but haven't had anything from the water or gas companies as yet. We aren't happy about them digging up the road, can we legally stop them?

You can try to stop them, but you will only succeed if the new properties can reasonably be connected to utilities without digging up the road. You will need proper legal advice if you want to pursue this.
