Flexible working request

Would anyone knowledgable on this this subject please advise me as to whether the person making the decision about a flexible working request has to attend the meeting, or whether they can delegate the meeting but still make the decision?

The law simply requires the employer to deal with requests in a reasonable manner. The Code of Practice issued by ACAS says there should be a meeting. There is nothing in the Code of Practice that requires the decision maker to be present at the meeting. I don't know of any case law on this subject. If you took it to tribunal the question would be whether it was reasonable for the decision to be made by someone not present at the meeting.
