Harassment after expired restraining order

Hello. I have been googling away and can’t shed any light on a current situation and wondered if anyone could offer any advise or personal experience please? I’d be grateful if any input.
In as short as possible I left a domestically violent relationship a year ago. We have a child together and are in a long horrible family court battle. However, on a legal side I have finally obtained a 2 year restraining order as he was proven to breach my non molestation order several times. At the same time the father of my two sons has also been granted a 2 year restraining order to protect him as my ex has also harassed my son’s Dad relentlessly.
My abusive ex has a previous criminal conviction for sexual assault on his ex (prior to me) and mother to his first daughter. He was remanded in custody for 3 months and on probation for a year or 2 afterwards. She had a five year restraining order on him which has lapsed late last year. I am now in contact with his ex and we are both trying to protect our young children from a violent and psychologically abusive man and are both in and out of court with him. He has tested positive for high amounts of cocaine and of crack cocaine. He is a pathological liar and mentally deluded with extreme and unfounded jealously. He has stalked me for a year and caused me and my children to move more than 5 times in 12 months. One the first day of her order expiring he sent her a message and has not stopped since. He is now sending emails to her from a new account, as she’s blocked his previous email address. She has made contact with me as these new emails are now mentioning myself and my boys dad with slanderous content such as we are dangerous and are currently under investigation for serious crimes. All of course fabricated but non the less disturbing and a continuation of abuse.
She has made a statement to the police and is wanting a new restraining order as she is also fearful of him.
With the fact that he is currently, and very recently, on probation for the next 18months and serving a high level community order. Plus two new restraining orders, previous conviction of sexual assault my questions are, does she have a case for harassment? The emails are always loaded with triggers from his abuse but on the surface and perhaps to an officer may not sound so bad. He’s very crafty with abusing on anything recorded. Even though they are accusations about myself and my sons father he is pretending to warn her about us. I believe she has not been engaging with him and feels frightened of him. She said there are a large volume of emails. How is unwanted contact viewed by the police and CPS by an abuser once your RO has lapsed? Basically, he does not stop. He’s relentless and frightening in a very sinister way. I have lost so much faith in the police and court system I do not know what to expect but both of us want to feel safe and know our children are safe. He has put us through absolute hell and he will hurt another woman...and us if he ever got the opportunity.
