Character reference

I have been asked to write a character reference.

Can anyone tell me who would it be made available too? Is it just the judge? Is it likely to be referred to in summing up.

I assume it won't be read out in open court.

Character references are used by the judge / magistrate for sentencing purposes- ie after conclusion of the trial

the summing up I heard tlrefered to the character refrences, but didn't say what they had said only that they were good. The judge didn't even say who they were from.
