Coercion/controlling behaviour

Can't really find a straight answer about this.....
Coercion and control law.... CPS website seems to state that for it to be applied the person being controlled and the person doing the controlling either:
Have to be in an intimate relationship (I would assume this means as gf/bf, hubby/wife)
Or family members living in the same house.

It doesn't seem to apply to carers etc.

But my question is does it apply to a family member who is NOT living in the same house as the victim?

It seems crazy that a partner can be controlling but not living with person but a family member can't be?? Have I misread? Any one on here know for certain?

The offence is controlling or coercive behaviour in an intimate or family relationship. It is a form of domestic abuse. To answer your question, a family member who is not living in the same house as the victim and who is not in an intimate relationship with the victim cannot be convicted of this offence. They may be guilty of other offences but not this one.
