Neighbours garage has damaged mine

So I'm abit lost on what my legal rights are as Google is only coming back with party wall law.
My garage is at the bottom of the garden. For a while one side of the wall is extremely damp and leaking from the bottom. I asummed it was something to do with roof so refelt ect. But my builder has just shown me that the neighbour has conjoined our garage roofs together and the water is just running down my wall causing the dampness.
Obviously hes said he will need permission to cut his roof back and fix the problem.
The man that lives next door rents but is away with work most months. I've tried contacting him aswell as his landlord who owns the property. Both to no avail. I think the landlord lives in America. I assume I need to write a formal letter, but what do I need to include. Also if I get no response what are my next steps?
