Child maintenance

I’ve posted about this before recently on Aibu but though I would ask if anyone knows the legal side to this. My ex has never paid maintenance. We have 4 children and he had managed to get away with not paying penny because up until recently he didn’t work or claim any benefits apparently. 3 months ago I got a letter from cms to say he was now receiving benefits and I would be getting payments of £7 a week. As that didn’t happen I chased it up and kept getting fobbed off and told to call back at the end of every month. Finally a few days ago I got some answers and was actually told that despite my ex being on benefits he doesn’t have to pay any maintenance and the benefits office won’t be sending the payments, when I asked why this was I was told they don’t know as the benefits office don’t tell them and it could be any number of reasons.! They can just refuse to take the payments apparently?! So despite me ex being on benefits he apparently still doesn’t have to pay, does this sound right? Does anyone know where I stand legally?

If he is receiving disability related benefits he would be exempt?

If he has deductions for other things perhaps paying maintenance would take him under a legal minimum?

Yes he is for severe mental health, wow I never knew that meant he doesn’t have to pay?! Looks like I will never get a penny then.

I actually can’t believe that. He’s likely to be on them for the rest of his life. Seems so unfair.
