Change of Name for a minor

Hi,
My husband has PR for his daughter (my step daughter) her mother is deceased. She is 15 y/o and wishes to change her name to our family name (she has her mums surname now)

Tried to do this through gov.uk proving very complicated, looking for advice on online services people may have used.

Could she wait until she is 16 and do it herself?

It is something she asked for 6 months ago, we discussed waiting but she wants it now, she has only just turned 15.

In what way is it complicated? There is only 1 person with parental responsibility so shouldn't be an issue
