Employment contract

I went for an interview via an agency to a nanny job two months ago to start Aug. After initial interview took weeks to come back to me to offer me the job. I accepted as I live rural and there aren’t many jobs around and this was full time. I still haven’t received a contract.
I have since been to a interview with a lovely family for a part time job until Aug again with the agency and the family advised they would love me to have the role now and also after Aug full time. This job is local, and the ideal family for me. I went back to agency who have advised that I am bound to the first job. She says I will have to pay £1500 fee for wasting her time and will be blocked from agency and any future jobs. Including applying for the ideal family job! I understand she has worked hard to put forward all the candidates for this job but have never seen or I don’t remember ever signing an agency contract with these terms. I don’t know a way forward, do I just plod along with the family that I don’t want to work for? I am at my wits end,any help much appreciated

Sounds like the agency is trying to intimidate you. If you haven't signed any contract they haven't got a leg to stand on. Even if you have signed a contract it may well be unenforceable. It may be that they won't work with you again but that is all. And, given that they are behaving like this, you probably don't want to work with them again.

I would either ignore or ask them for the document you have signed that gives them the right to charge you this proposed fee.
